The charter written after the fact

An agency of sixty employees has let everyone telework one day a week for two years, with no written text. It decides to frame the practice and drafts a charter. Two duties then apply in the right order: consulting the works council before the setting up, and including the seven required points. A charter published without prior consultation does not put the earlier practice right.
