Final declaration on Germany's integration subsidy (BA EGZ 07a)
The final declaration (Schlusserklärung, form BA EGZ 07a) is the settlement of the integration subsidy (Eingliederungszuschuss): once the subsidy period is over, you tell the employment agency (Agentur für Arbeit) or the Jobcenter whether the employment continues, whether payment of the regular wage was interrupted or the wage changed, and you enclose the payslips for the whole subsidy period. The reason: the subsidy is fixed at the outset in monthly flat amounts, and those amounts are reduced if the relevant pay falls (§ 91(2) SGB III). The deadline is in your grant notice under the heading on submitting documents (Vorlage von Unterlagen); if the employment ends earlier, submit the declaration immediately after it ends.

Deadlines
- After the subsidy period — deadline as set in the grant notice
- The form refers to the section on submitting documents (Vorlage von Unterlagen) in the grant notice; § 91 SGB III sets no statutory deadline
- Immediately, if the employment ends earlier
- As the form requires; an end during the subsidy period in principle triggers partial repayment under § 92(2) sentence 1 SGB III
- Changes during the subsidy: without delay
- § 60(1) sentence 1 no. 2 SGB I — changes in circumstances relevant to the benefit must be reported without delay; under sentence 2 this also applies to whoever has to repay benefits
Documents to prepare

Official form pre-filled with your data: read every box and check the amounts before filing or paying.
Who this applies to
- Employers who were granted an integration subsidy by the employment agency or the Jobcenter, as soon as the subsidy period has ended
- Employers whose subsidised employment ends BEFORE the end of the subsidy: the declaration is then due immediately, with a copy of the dismissal or the termination agreement
- Temporary-work agencies: the form also asks about changes of hirer (Entleihbetrieb) and periods without a placement during the subsidy period
- For employees paid a monthly salary the Federal Employment Agency offers a separate version (BA EGZ 07b, with the supplementary sheet BA EGZ 07c where the subsidy ran for more than twelve months); ActioFin fills in only the BA EGZ 07a
- NOT while the subsidy is running: report changes during the subsidy without delay through the case overview (§ 60(1) sentence 1 no. 2 SGB I), not only in the final declaration
- NOT for the period after the subsidy: whether the person stayed employed during the retention period is confirmed with the continued-employment declaration (BA EGZ 08)
Worked example
Malerbetrieb Kessler KG settles a six-month integration subsidy
The employment agency granted an integration subsidy of EUR 1,000 a month for six months for hiring Mira Schulte, fixed as a monthly flat amount (§ 91(2) sentence 1 SGB III). In the third month Ms Schulte takes two weeks of unpaid leave; from the fourth month she works 30 instead of 40 hours at her own request, and her gross pay falls from EUR 2,800 to EUR 2,100. Kessler KG reports the reduction at once through the case overview (§ 60(1) sentence 1 no. 2 SGB I), because the flat amounts are reduced when the relevant pay falls (§ 91(2) sentence 2 SGB III). After the sixth month it completes the final declaration: the employment continues; wage payment was interrupted, with the period of unpaid leave; the wage changed, to EUR 2,100 from the fourth month, with the reason; start of employment and health insurer; plus the payslips for all six months. Had it kept quiet about the reduction and had it surfaced only in the final declaration, the agency would have to revoke the grant from the date of the change where the duty to report was breached intentionally or through gross negligence (§ 48(1) sentence 2 no. 2 SGB X, § 330(3) SGB III), and the amounts already paid would to that extent have to be refunded (§ 50(1) SGB X). How far the flat amount falls is for the agency to decide; the amounts are illustrative.
How to fill it in, step by step
- Find in the grant notice the file number (Ablagenummer, top right), the end of the subsidy period and, under the section on submitting documents, the date by which the declaration must arrive.
- Gather the payslips for the whole subsidy period: the form asks for proof of the wages actually paid and the social insurance contributions due on them.
- State whether the employment continues; if it has ended, give the date, the effective date, who ended it and why.
- Enter every interruption of wage payment with its period and reason, such as unpaid leave or sickness without continued pay.
- Enter every change in the regularly paid wage with its period, new amount and reason; one-off payments such as a Christmas bonus do not count (§ 91(1) sentence 2 SGB III).
- If you are a temporary-work agency, also complete the employment record on changes of hirer and periods without a placement.
- Give the start of employment and the health insurer, date and sign, tick the enclosures and send everything to the office — or online through the upload function (Dokumente nachreichen) if you applied through your online account.
Good to know
- The final declaration is not a new application: it reconciles the flat amounts fixed at grant with the wages actually paid (§ 91(2) SGB III).
- By signing, you confirm on the form that the subsidy is paid towards wages and social insurance contributions and must be repaid in whole or in part if no wage was paid or no contributions were made — the relevant base includes, besides pay, the flat-rate employer share of the total social insurance contribution (§ 91(1) sentence 1 no. 2 SGB III).
- Any repayment is fixed by a written administrative decision (§ 50(3) SGB X); the claim becomes time-barred four years after the end of the calendar year in which that decision became final (§ 50(4) SGB X).
- Official forms, where provided, should be used, electronic ones first (§ 60(2) SGB I) — hence the route through the case overview if you applied online.
- The obligations do not end with the final declaration: after the subsidy period the retention period runs, as long as the subsidy period and at most twelve months (§ 92(2) sentence 5 SGB III).
- No signature is needed only online: according to the form, a submission through the online account requires no signature.
Common mistakes
- Mentioning a pay cut for the first time in the final declaration. It must be reported without delay (§ 60(1) sentence 1 no. 2 SGB I); failing to do so intentionally or through gross negligence risks revocation from the date of the change (§ 48(1) sentence 2 no. 2 SGB X, § 330(3) SGB III).
- Enclosing only the latest payslips. The form asks for proof for the WHOLE subsidy period.
- Leaving out unpaid leave or sickness after continued pay ended because it was short. The form asks about every interruption in payment of the regular wage.
- Reporting a Christmas or holiday bonus as a pay rise. One-off pay is disregarded (§ 91(1) sentence 2 SGB III).
- Waiting for the scheduled end of the subsidy when the employment ended early. The form asks for the declaration immediately after the employment ends.
- Confusing the final declaration with the continued-employment declaration. The first closes the subsidy period, the second the retention period that follows.
Frequently asked questions
When must the final declaration reach the agency?
By the date given in your grant notice under the section on submitting documents (Vorlage von Unterlagen). If the employment ends before the subsidy does, submit the declaration immediately after it ends.
Which form applies to monthly-salaried employees?
The Federal Employment Agency offers BA EGZ 07b for them, together with the supplementary sheet BA EGZ 07c where the subsidy ran for more than twelve months. ActioFin fills in only the BA EGZ 07a.
What happens if the wage fell during the subsidy?
The monthly flat amounts are reduced when the relevant pay falls (§ 91(2) sentence 2 SGB III). Amounts overpaid can be reclaimed once the grant is revoked (§ 50(1) SGB X).
Do I have to sign?
On paper, yes, by hand. If you submit the form through your online account, the form states that no signature is required.
The employment ended during the subsidy — do I have to repay?
In principle partly (§ 92(2) sentence 1 SGB III), except in the cases of sentence 2: a justified dismissal for reasons of person or conduct or for urgent operational reasons, an end at the employee's initiative for a reason the employer is not responsible for, the minimum age for the statutory old-age pension being reached, or a subsidy for an especially affected severely disabled person. That is why the form asks who ended the employment and why.
