Non-taxation statement: free template and official notice

The real proof of non-taxation is your tax notice (or the filing-status notice, available right after filing online) — downloadable for free from your personal account on impots.gouv.fr. The sworn statement generated below only serves when the requesting body accepts it while waiting for, or in the absence of, the notice.

Deadlines

Notice availability
The filing-status notice is available right after filing online; the tax notice arrives in summer. Substitute it for the statement as soon as possible.

Documents to prepare

  • French tax number (for the official notice online)
  • Identity document

What you get

  • The document as a PDF, ready to print and sign.
  • The same document in Word (.docx), so you can edit it before signing.

Free, no account and no email address.

The generated document is written in French — the language the receiving French authority expects. This page is in English; the document itself is not translated.

Generate your document

Free. The document is generated on demand: your entries are not recorded in any of our databases and are only used to produce it. They travel in the request body, never in the page address.

All fields are required unless marked “optional”.

You
Why we ask this

You are the one declaring you are not liable to income tax: your name opens the document and your signature commits you.

Why we ask this

It locates you for the receiving body and appears in the declaring sentence.

The period concerned

Write the period as the body asks for it: “income for the year 2025”.

Why we ask this

The declaration only holds for a stated period: without it, the body cannot know what you are asserting.

Place and date of signature
Why we ask this

The place of signature closes the document, the expected form of a French administrative writing.

Date

Usually today's date.

Why we ask this

It dates your commitment, pending the official notice you undertake to provide.

For example: 27 3 1990

A draft is a file you save wherever you like, just like the document itself: we keep no copy of it and nothing is left in your browser. When signed in, you can also save it to your space to pick it up later — only if you ask.

Signature

Document drafted by ActioFin; it carries no legal standing before the tax authorities. Read it through and adapt it to your situation before signing.

This document is signed by hand, after printing: we do not offer electronic signature. Only a qualified electronic signature, issued by a certified provider, carries the same weight as a handwritten one (eIDAS regulation). A mere click would not — and letting you believe otherwise would expose you the day a body challenges it.

Who this applies to

  • Anyone not liable for income tax who must evidence it (social housing, grants, reduced tariffs) — the tax notice remains the reference document.
  • Waiting situations: first return, notice not yet issued, body accepting a provisional sworn statement.

Worked example

Example: Yasmine, a student with no taxable income

For her housing-aid file, Yasmine first downloads her official tax situation notice from impots.gouv.fr — the official document is enough in most cases. As the agency also requires a complementary certificate, she writes the sworn statement and attaches the official notice.

How to fill it in, step by step

  1. First check whether the official notice downloadable from impots.gouv.fr satisfies your requester.
  2. State your full name and address.
  3. Specify the income year concerned.
  4. Add the sworn non-taxation wording.
  5. Date, sign and attach the official notice if you have it.

The template, item by item

Identity
Full name and address as on your tax return.
Period concerned
State the income year ("2025 income, filed in 2026") — non-taxation is assessed per year.
Place, date and signature
Date it, print it, sign by hand; attach the notice once issued.

Good to know

  • The official tax notice always outweighs a sworn statement: offer it first.
  • A false declaration is punishable under article 441-7 of the French Criminal Code.

Common mistakes

  • Using a sworn statement where the tax notice is required: it downloads in minutes from the personal account (sheet F99).
  • Confusing "not taxable" (zero tax after computation) with "not filing": filing remains mandatory even with no tax due.
  • Declaring uncertain non-taxation: estimate your tax first (linked calculator) — a false declaration is an offence (art. 441-7).
  • Forgetting to state which income year is covered.

Frequently asked questions

Where do I get the official proof?

From your personal account on impots.gouv.fr: filing-status notice right after filing online, tax notice in summer (official sheet F99).

Am I non-taxable?

The linked income-tax calculator applies the 2026 scale to your income: zero tax means non-taxable for that year.

Does a sworn statement replace the official tax notice?

No. The official notice downloadable from impots.gouv.fr always prevails; the sworn statement is only a complement when the requester explicitly asks for one.

Is the filing-status notice the same as a tax notice?

No: you get it as soon as you finish filing online, but it is not a tax notice. The tax notice — including the non-taxation notice — arrives during the summer after you file. Check which of the two the requesting body accepts.

I am asked for my "latest tax notice" — which one?

Until you receive this year's notice, last year's is the one that counts: in 2026, the 2025 notice on 2024 income, until the 2026 notice on 2025 income arrives. Older notices remain downloadable from your online account.
