Why Camille cannot conclude on her own
She lives and works in Portugal all year, which would lead her instinctively to conclude non-residence. But her partner and children stayed in France, and her 18 000 € of rent is received there. Two of the article 4 B criteria therefore deserve examination before any conclusion, and if Portugal also treats her as resident, it is the France-Portugal treaty that will decide.
