Italian cadastral transfer application (voltura catastale) after an inheritance

The voltura application tells the Agenzia delle Entrate that the holder of a property right over a building or land has changed, so that the cadastral records can be updated. For notarial deeds the notary handles it; for inheritances it falls to whoever filed the inheritance return, if they did not use the automatic voltura, within thirty days of registration. It is filed online with the Voltura catastale web service, or with the Provincial Office - Territory, by registered post or by PEC. Each application costs 70 euros in special cadastral fees plus 16 euros of stamp duty for every 4 pages.

The guide above and the link to the official site. ActioFin does not produce any document for this page: whatever you fill in or file is done on the official medium.

Who this applies to

  • Those required to register deeds transferring property rights over real estate: notaries for the deeds they draw up, receive or authenticate, court clerks for registered judgments, secretaries or delegates of public bodies for deeds made in their interest
  • For inheritances, whoever filed the inheritance return (heirs, guardians or curators, estate administrators, executors) and did not use the automatic voltura
  • The bare owner, for successive or fixed-term usufruct, and the holder for usufruct with right of accrual
  • The interested parties themselves, if the person obliged does not apply
  • Not those who acquire full ownership because a right of habitation, use or usufruct ends on death: since 1 January 2025 the Agenzia does it free of charge from the tax register

Worked example

Marco Bassi, heir to a flat and a plot of land in Rovigo

Marco registered his father's inheritance return on 3 March 2026 without requesting the automatic voltura. The estate includes a flat and a piece of farmland in the same municipality: one asset in the urban building cadastre and one in the land cadastre, so two separate paper applications. Each costs 70 euros in special cadastral fees and, staying within 4 pages, 16 euros of stamp duty: 172 euros in all. Marco pays with the F24 Elide and hands in both applications at the Rovigo Provincial Office - Territory by 2 April 2026, using the same cadastral identifiers as in the inheritance return. Had he used Voltura catastale web, he would have paid through pagoPA.

How to fill it in, step by step

  1. Check whether the inheritance return already contained the automatic voltura request: if so, you have nothing more to file.
  2. Obtain a cadastral search and check that earlier cadastral changes are recorded and that the identifiers match those in the inheritance return.
  3. If the deceased or the transferor is not recorded as owner in the cadastre, prepare the substitute sworn statement reconstructing the missing intermediate transfers.
  4. Fill in the application online with Voltura catastale web in your reserved area (SPID, CIE or CNS), stating whether you act for yourself, as heir, as spouse or relative, or as delegate.
  5. Alternatively use the paper forms: one application per deed, per municipality and separately for the land cadastre and the urban building cadastre.
  6. Pay 70 euros per application and 16 euros of stamp duty for every 4 pages: pagoPA for the web service; at the counter by debit or prepaid card, with the « marca servizi » and « marca da bollo » stamps, or with the F24 Elide.
  7. File the application within thirty days of registering the inheritance, at the counter, by registered post or by PEC to the competent Provincial Office - Territory, and keep the receipt.

Good to know

  • For property deeds notaries send the Modello Unico Informatico online, which can include the voltura applications: a buyer under a notarial deed does not file the voltura personally.
  • You may choose the Provincial Office - Territory closest to the Entrate office where the inheritance was registered, or the one covering the area where the properties are located.
  • When filing by post, enclose the payment receipt (or affix the stamps), a copy of an identity document, a stamped envelope for the receipt and your contact details; by PEC, the same documents as PDF, without the envelope, up to 3 megabytes in total.
  • Since 1 January 2014 no special fees or stamp duty are due for volture arising from deeds subject to proportional registration tax at 9%, 2% or 12%.
  • Usufruct with right of accrual requires a voltura application exempt from fees and charges; successive or fixed-term usufruct pays cadastral fees and stamp duty and requires a substitute statement for the death certificate.
  • Late filing also triggers the penalties under article 3 of decree-law no. 87 of 2024. Non-residents who cannot use the F24 Elide pay by bank transfer from abroad: two transfers (stamp duty and cadastral fees), three if a voluntary-correction (ravvedimento operoso) penalty is also due.

Common mistakes

  • Filing a single paper application for a flat and a plot of land, or for properties in different municipalities: separate applications are needed.
  • Using cadastral identifiers that differ from those in the inheritance return or are no longer current in the cadastre.
  • Still paying into the provincial postal account after 1 June 2026.
  • Looking for Voltura 2.0 in the Scrivania del territorio: since 12 January 2026 Voltura catastale web is used.
  • Filing an incomplete application: if it is still wrong after the office asks for more documents it is rejected and the fees paid are not refunded.

Frequently asked questions

Do I need a voltura if I have already filed the inheritance return online?

Usually not: the online inheritance return contains the automatic voltura application. A separate voltura is for those who did not use it, within thirty days of registration.

How much does a cadastral voltura cost?

70 euros in special cadastral fees per application, plus 16 euros of stamp duty for every 4 pages. Nothing is due for volture tied to deeds subject to proportional registration tax at 9%, 2% or 12%, nor for usufruct with right of accrual.

When the usufructuary dies, must I apply for a voltura?

Since 1 January 2025 the merger of usufruct, use or habitation on death is carried out by the Agenzia free of charge. An application is still required for usufruct with accrual, successive usufruct and fixed-term usufruct.

What happens if the application is wrong?

The office asks for additional documents; if the application is still wrong it is rejected with a refusal receipt, the parties are notified and the fees are not refunded. Corrections made by the office can be appealed before the first-instance tax court.
