Tax regularity certificate
The tax regularity certificate proves that a company is up to date with its filing and payment obligations towards the French Treasury. It is mainly used to bid for public contracts. Most companies obtain it in a few clicks from their professional account on impots.gouv.fr; form 3666-SD is only needed where automatic issuance is not possible.

Deadlines
- All year round
- The certificate can be obtained at any time: the company's situation is assessed as close as possible to the request, namely on the last day of the month preceding issuance.
- As at the bid date
- For a public contract, what counts is regularity as at the bid date — request it in advance rather than on the filing day.
Documents to prepare
- Access to the company's professional account on impots.gouv.fr
- « Consulter mon compte fiscal » service enabled
- Company SIREN number
- Form 3666-SD, only where online issuance is impossible
The blank PDF remains downloadable from the official site. For pre-filling, we keep a copy of this public form (Licence Ouverte 2.0, source cited on the produced document).
What you get
- The official form itself, pre-filled with your entries. Only the boxes that match the fields below are filled in: complete the others on the form before filing it.
Free, no account and no email address.
The generated document is written in French — the language the receiving French authority expects. This page is in English; the document itself is not translated.
Fill in the official form online
Free. The official PDF is filled on the fly: your entries are not recorded in any of our databases and are only used to produce this document. They travel in the request body, never in the page address.
All fields are required unless marked “optional”.
A draft is a file you save wherever you like, just like the document itself: we keep no copy of it and nothing is left in your browser. When signed in, you can also save it to your space to pick it up later — only if you ask.
Official form pre-filled with your data: read every box and check the amounts before filing or paying.
Who this applies to
- Companies bidding for a public contract: the certificate evidences their tax regularity as at the bid date.
- More broadly, any company asked by a client or a body to evidence that it is up to date with its taxes.
- Online route: companies liable to corporation tax and to VAT, from their professional account.
- Form 3666-SD route: other situations — earlier filing or payment failures, court-supervised reorganisation, or a company outside the scope above.
Worked example
Example: SAS Ferrand bids for a road maintenance contract
SAS Ferrand, liable to corporation tax and to VAT, is preparing a bid for a public road maintenance contract. Its director logs into the company's professional account on impots.gouv.fr, where the tax account consultation service is enabled, and downloads the tax regularity certificate within minutes. No form has to be completed or sent to the tax office: the 3666-SD route would only have been needed after an earlier filing or payment incident.
How to fill it in, step by step
- First check that your company is genuinely up to date with its returns and payments: the certificate records a situation, it does not fix one.
- Log into the company's professional account on impots.gouv.fr, with the tax account consultation service enabled.
- Download the certificate from that account: this is the normal route for companies liable to corporation tax and to VAT.
- Where online issuance is not possible, complete form 3666-SD and send it to your business tax office through the secure messaging of your professional account.
- Attach the certificate to your bid, together with the Urssaf vigilance certificate, which is a separate document.
The form, line by line
- Period assessed
- The situation is examined on the last day of the month preceding issuance of the certificate, not on the request date.
- Taxes covered
- Regularity covers taxes and duties owed to the Treasury — in particular payment of VAT and of the tax on profits (income tax or corporation tax).
- The 3666-SD route
- Reserved for situations where automatic issuance is not possible: earlier filing or payment failures, court-supervised reorganisation, or a company outside the scope of online issuance.
Good to know
- The tax regularity certificate and the Urssaf vigilance certificate are two distinct documents: the first covers taxes, the second social security contributions. A public procurement file often requires both.
- The certificate records, it does not regularise: where the company owes tax, clearing it or obtaining a payment plan that is honoured comes first — not the certificate request.
- The online route assumes the « Consulter mon compte fiscal » service is enabled in the professional account — this is the most common sticking point, and it is settled before the bid, not during it.
Common mistakes
- Requesting the certificate on the day the bid is filed: issuance is not instant in every case, and an unpaid debt blocks everything.
- Confusing tax regularity with Urssaf vigilance, then filing an incomplete bid.
- Completing form 3666-SD when the company could have obtained the certificate online — an unnecessary detour.
- Treating the certificate as a permanent clearance: it describes the position on a date, not a lasting state.
Frequently asked questions
What is the fastest way to obtain the certificate?
From the company's professional account on impots.gouv.fr, where it is liable to corporation tax and to VAT and the tax account consultation service is enabled. That is the quickest route, with no form to send.
What is form 3666-SD for?
To request the certificate where online issuance is not possible: earlier filing or payment failures, court-supervised reorganisation, or a company outside the scope of automatic issuance. It goes to the business tax office through secure messaging.
What period does the certificate cover?
The company's situation is assessed as close as possible to the request, namely on the last day of the month preceding issuance of the certificate.
Is it the same document as the vigilance certificate?
No. The tax regularity certificate is issued by the DGFiP and covers taxes; the vigilance certificate is issued by the Urssaf and covers social security contributions. Public contracts frequently require both.
