Two proposals on the same loan

Capital outstanding: €148,000, fifteen years remaining. The original bank offers an amendment lowering the rate, against amendment fees. A competitor offers refinancing at a slightly lower rate, but the operation bears an exit charge, an arrangement fee and new security to create. The only arbiter is the total of remaining instalments, fees included, on each side.
