German CO2 cost split — the ten-step model between tenant and landlord

What counts is the CO2 emitted per square metre of living space per year, rounded to one decimal place. Below 12 kg the tenant bears it all; from 52 kg the landlord bears 95 per cent. Non-residential buildings split it half and half.

Sources and assumptions

Calculation assumptions

  • A twelve-month billing period is assumed; for a shorter period, s. 5(1) sentence 4 CO2KostAufG reduces the step thresholds pro rata.
  • CO2 emissions and CO2 costs are inputs: they appear on the fuel or heat supplier's invoice and are not calculated here.
  • The split is worked out for the building (or a separately supplied flat). Sharing the tenants' portion among several tenants then follows the Heating Costs Ordinance.
